Ottawa-area beef farmer Ronald Greene saw his farm raided by PAWS, a provincial agency born of overbroad and poorly defined legislation. The raid, marked by confusion and haste, resulted in one of his cattle being trampled to death. After this debacle, authorities relied on a conveniently timed and unproven allegation that Greene had uttered threats—an accusation that led to his arrest and detention without any conviction.
